Darryl serves as the Legal and Policy Advisor to Commissioner Baker.  Darryl joined the CPUC’s Legal Division as staff counsel in 2009.  Prior to his current role, Darryl represented the CPUC’s Safety and Enforcement Division in proceedings related to Southern California Gas Company’s Aliso Canyon Natural Gas Storage Facility leak, and PG&E’s San Bruno natural gas pipeline rupture.  Darryl also represented the Public Advocates Office in various energy related proceedings, including those related to electric permitting requirements, rate design, natural gas pipeline safety, and utility wildfire mitigation requirements.  Darryl also has represented the Public Advocates Office in several water related General Rate Cases.  Darryl has a Law Degree from Golden Gate University School of Law, a Master of Arts Degree in Urban and Environmental Policy and Planning from Tufts University, and a Bachelor of Arts Degree, with a double major in Environmental Studies and Psychology, from the University of California, Berkeley.
