Steve Neal serves as the Legal and Policy Advisor to Commissioner Baker. Steve previously served as an attorney with the State, Federal and Special Projects Advisory Section of the CPUC Legal Division and as the microgrids lead analyst in the Public Advocates Office. Prior to joining the Commission, Steve worked as an intellectual property attorney for 20 years and generated patents for major technology companies.

 

He has a Bachelor of Science degree in Electrical Engineering from Iowa State University and a Juris Doctorate from the University of Iowa. He earned a Master of Public Affairs degree and graduate certificates in Engineering and Business Sustainability and in Security Policy at University of California, Berkeley.
