Generation and Energy Storage Section

The Generation and Energy Storage Section (GESS) of Electric Safety and Reliability Branch (ESRB) implements and enforces General Order (GO) 167-C. Staff performs comprehensive audit, outage inspection, and incident investigation of electric generation and energy storage facilities in an effort to ensure they are maintained and operated in a safe and reliable manner.

IMPORTANT INFORMATION:

• SUMMER Power-Plant-Outage-Reporting-Requirements
  (Effective annually from June 1st - October 31st)

• NON-SUMMER Power-Plant-Outage-Reporting-Requirements
  (Effective annually from November 1^st - May 31^st of the following year) 

• Resolution ESRB-9, adopted June 24, 2021, modified GO 167 (now GO 167-B) to allow Commission staff to issue citations for any violation of GO 167-B and aligns the GO 167-B citation process with existing Commission electric citation programs.
• Resolution ESRB-13

• Operation-Standards-Filing - Due February 2, 2026
• Maintenance Standards Filing - Due February 3, 2025
• Logbook Standards Filing - Due February 3, 2025
• Unless exempted under GO 167-B, Section 2.8, Renewables Portfolio Standard (RPS) facilities must follow GO 167-B Maintenance, Operation, and Logbook standards. Click to learn more about reporting requirements for power plant standards.
