2022 SCE Risk Assessment Mitigation Phase (RAMP) Proceeding

Now concluded and closed, SCE’s 2022 RAMP application, identified and quantified nine primary risk categories with proposed mitigation plans to reduce their associated risks and consequences to a reasonable level at a reasonable cost. The rulemaking yielded a Staff Report with a finding of general adequacy of the SCE document and its proposals, as well as Decision D.23-11-007, which noted that final Commission approval of SCE’s proposed mitigations to its safety risks and associated spending are to be addressed within the utility’s application A.23-05-010 for its 2025 General Rate Case: “Any deficiencies and shortcomings that may still exist following integration of RAMP proposals and party comments into the GRC shall factor into whether the RAMP proposals and its associated costs shall be authorized.”

It is expected that SPD’s findings and conclusions will enable the Commission to make an informed decision regarding the utility’s proposed future four-year funding period for years 2025 through 2028 for programs intended to address Edison’s most critical safety risks associated with delivering energy, including the operation and maintenance of its assets.Filed May 13, 2022 in support of SCE’s 2025 GRC application, SCE’s 2022 RAMP application was assigned Commission docket card number A.22-05-013.

Commission requirements for approval of SCE’s 2025-2028 multibillion-dollar-a-year risk-mitigation spending plan will include a demonstrated safety program of proposed mitigation measures to reduce the utility’s identified top risks, which include Wildfire, Cyber Attack, Natural Disaster, and Sabotage (physical security) to a reasonable level and at a reasonable cost. Generally, all energy utility risk assessment projects within a RAMP application are expected to describe three mitigation plan alternatives with a justified utility-preferred alternative. Additional RAMP requirements include cost and risk-reduction estimates for the three mitigation plan alternatives.

As shown in the figure below, the 2022 SCE RAMP application will inform the utility’s risk and safety spending for the four-year period 2025 through 2028.

 
On November 29, 2022, SPD hosted a public workshop in which they reviewed their findings in the Evaluation Report of SCE's 2022 RAMP application.
 
On June 30, 2022, SPD and SCE jointly hosted a public workshop in which SCE presented a general overview of SCE’s 2022 RAMP Report contained in A.22-05-013.
 
On December 6, 2021, SCE made a presentation by public webinar to provide a general overview of and receive early input on its forthcoming 2022 RAMP application.
