Energy Savings Assistance Multifamily Whole Building Program (ESA MFWB)

From 2023-2026, the Energy Savings Assistance (ESA) program in multifamily buildings will be implemented by two separate programs, one is Northern California and another in Southern California. To qualify, the property can be either deed-restricted or non-deed restricted. For deed restricted properties, the owner must certify that at least 65% of the tenant households meet the ESA income guidelines. For non-deed restricted properties, the owner must certify that at least 80% of the tenant households meet the ESA income guidelines. Energy efficiency services provided differ by the two programs and encompass in unit, common area and whole building treatments.
