Purpose of the Workshop
The Climate Adaption Equity Workshop will consider potential refinements to the existing CPUC requirements to improve prioritization of equity considerations in the large investor-owned utilities’ (IOUs) Climate Adaptation Vulnerability Assessments (CAVA). The purpose of the CAVAs is to identify strategies to mitigate risks to utility infrastructure due to extreme conditions caused by climate change. This workshop will engage a broad range of stakeholders to inform refined requirements for developing measurable criteria and metrics as well as refined community engagement processes, as outlined in Task 2 of the Climate Adaptation proceeding, Phase II Scoping Memo.
The input provided in this workshop is expected to inform a future CPUC staff proposal and Commission decision.

Format
This Northern California workshop will generally focus on PG&E’s service territory but may generally inform best practices for equity in Climate Adaptation (the CPUC will hold a Southern California workshop with SCE, SDG&E, and SoCalGas on September 25th). This workshop will build off of previous Climate Adaptation Equity workshops held in 2024 (see materials and recordings here). CPUC Energy Division staff will facilitate this workshop.

Background
Through its Climate Adaptation Proceeding (R.18-04-019), the CPUC requires the large IOUs to file a Climate Adaptation Vulnerability Assessment (CAVA) every 4 years with the CPUC. The CAVA is meant to identify vulnerabilities and risks to IOU assets, operations, and services caused by climate change impacts and describe adaptation options to address those vulnerabilities. The CAVA can then inform climate adaptation investment proposals presented in the IOU’s subsequent General Rate Case (GRC) or other relevant applications. The CPUC also requires the IOUs to develop and submit a Community Engagement Plan (CEP) one year prior to their CAVA, which is meant to inform IOU engagement with Disadvantaged and Vulnerable Communities (DVCs) as defined in the proceeding, before, during, and after the development of their CAVA. Pursuant to Decision (D).24-08-005, the IOUs are required to publicly present the results of their CAVAs 90 days before submission for public comment.
