Energy Division staff have prepared a paper exploring options for the design of a mid-to-long-term procurement program for ensuring reliability and reducing greenhouse gas emissions. It has been released today via Administrative Law Judge Fitch’s Ruling, available here. The Ruling is seeking comments on the paper, “Reliable and Clean Power Procurement Program: Staff Options Paper," also available here.  

Staff will host a public workshop to help familiarize stakeholders with the paper. The workshop will be held on September 20, 2022, from 2 pm - 4.30 pm PDT. 

Objectives of workshop:  

  • In the February 2022 Preferred System Plan decision (D.22-02-004), the CPUC committed to further evolving the integrated resource planning (IRP) process by developing a programmatic approach to procurement to achieve the proceeding’s three goals of reliability, GHG-reduction, and least-cost procurement 
  • This workshop is to familiarize stakeholders with contents of the Staff Options Paper that is being released to advance the conversation with stakeholders on the design of the new procurement program.

  • The Staff Options Paper is available here.
  • Workshop slides, including the final agenda, will be made available shortly beforehand at the IRP Procurement track website.
  • During the workshop, there will be opportunity for stakeholders to ask clarifying questions about the Staff Options Paper to help them prepare formal comments in November 2022.
  • Note staff is not seeking for stakeholders to comment or present on program design during the workshop; that will be for a future workshop, at a later stage in the process, after November 2022.
  • Commissioners from the CPUC may be in attendance. The workshop is being noticed on the CPUC Daily Calendar.
  • The workshop will be recorded, with the recording posted to the IRP Procurement track website afterwards.
