Cellular Retail Reseller

A provider of wireless telephone service that does not own transmission facilities but obtains communications services from another wireless carrier for resale to the public for profit.

CLC

Competitive Local Carrier

A wireline telephone company that competes with an already-established local telephone company by providing its own network and switching.

CLR

Competitive Local Reseller

A provider of local landline telephone service that does not own transmission facilities but leases at wholesale the landline facilities of another from another landline telephone company and resells the service to the public under its own name.

IEC

Interexchange Carrier

A wireline telephone company that provides interstate (long distance) communications services within the U.S.

IER

Interexchange Reseller

A company that provides wireline interstate (long distance) communications services within the U.S. under its own name, but uses the networks of other service providers.

LEC

Local Exchange Carrier

A wireline telephone company that provides local telecommunications services under regulation within a specified service area.

PCC

Personal Communications Carrier

A wireless company that provides services which include messaging and data transfer service such as paging,

RTU

Radio Telephone Utility

A regulated utility (generally small compared to wireline telephone companies) that provides two-way radio and paging services.

DVS Digital Voice Service
A company that provides Interconnected Voice Over Internet Protocol (VoIP) services and issued a utility number pursuant to PU Code Section 285.
