Core Transport Agent Requirements
Maintain Current Application Material
Any material change in the information required by the CTA Application Form shall be provided to the CPUC within 60 days, except for any change in the telephone number or address, which must be reported within five days of such a change. (P.U. Code Section 982(d)).

Annual Fee
All Core Transport Agents (CTAs) will pay an Annual Fee consisting of a Base Fee and a Variable Fee. Resolution G-3597, set the Base Fee portion of the Annual Fee at $5,00 effective July 1, 2023. The Base Fee will remain at this amount unless the Core Transport Agent administrative costs are 20 percent more or less than the set amount, at which point the fee will be adjusted accordingly. The Variable Fee is calculated by the number and types of complaint per CTA received by the Consumer Affairs Branch (CAB) as well as the Utility Enforcement Branch (UEB). The complaint period is each calendar year, beginning in January and ending in December. This Variable Fee is adjusted annually to reflect actual costs per complaint during the prior year. The Annual Fee Letter and Statement is billed by the Energy Division and is due as indicated after July 1 of each year. CTAs will have 30 days from notice to pay or will be assessed a 15 percent late-payment penalty.
Written Notice of Price, Terms, and Conditions of Service
Pursuant to PU Code Section 986 and 984.5, CTAs are required to submit their most recent Written Notice of Price, Terms, and Conditions of Service on a semi-annual basis to the Commission. D.18-02-002 sets the semi-annual filing due dates as January 15th and June 15th. Please follow the written guidelines provided here and submit the specific information in a uniform format according to the template Prices, Terms, and Conditions. Please note: CTAs may file an alternative to this uniform format, but it must include all the requirements from PU Code Section 986 and any additional rules adopted in D.18-02-002 (Ordering Paragraph 4(a)(i)).
