SAN FRANCISCO – The California Public Utilities Commission (CPUC) today continued its efforts to help close the digital divide through the creation of a pilot program that will increase the amount of data provided to low-income households through the California LifeLine program.

The three-year technology-neutral Home Broadband Pilot will allow eligible consumers to apply the California LifeLine subsidy to any internet plan meeting minimum service standards.

“Broadband is essential for work, school, health, and safety,” said CPUC President Alice Reynolds. “This pilot program will play a key role in achieving the goal of connecting Californians.”

  • Subsidy Amounts:
    • $20 subsidy for broadband service.
    • $30 for broadband service bundled with a wireline or wireless voice service. Bundles must be offered by the same provider.
    • Reimbursement for new connections, up to $39, once per year per household.

  • Minimum Service Standards:
    • 100/20 Mbps with 1,280 GB usage per month.
    • Exception for areas where 100/20 Mbps is not feasible.
    • Exception for low-cost plans.

 

Addressing the Broadband Affordability Gap

A CPUC report issued in April 2025 found that nearly one in five California households earning less than $20,000 per year do not subscribe to internet service, compared to just 2.4 percent of households with incomes above $75,000. This gap limits access to telework, online education, telehealth, civic participation, and public safety resources.

California LifeLine has long provided affordable voice service to millions of eligible Californians. This pilot program will help close the broadband gap and reflects the essential role broadband plays in daily life, while preserving support for traditional voice services.
