SAN FRANCISCO – The California Public Utilities Commission (CPUC) is holding in-person Public Forums (formally called Public Participation Hearings) to hear from the public—especially users and potential users of the Deaf and Disabled Telecommunications Program (DDTP)—on how the program can be modernized to meet current communication needs.

About the Proceeding

The DDTP offers accessible communications services and devices to Californians with disabilities, including free specialized telecommunications equipment, the California Relay Service, and speech-generating devices.

The CPUC launched a rulemaking (R.23-11-001) to review and consider potential revisions to the DDTP. This follows a recent statewide needs assessment conducted by the CPUC’s Communications Division that gathered input from community-based organizations and program participants.

Public input is essential to ensure the DDTP continues to serve the evolving needs of the disability community.

Join us at a Public Forum 

Public Forums will be held in-person and online to gather input on how this could affect Californians. The CPUC welcomes attendance and comments at the Public Forums, as public comments will help the CPUC reach an informed decision, which is expected later in 2025. How to Make Comment 

  • Attend: Join the CPUC at a Public Forum in-person and sign-up to speak.
  • Submit Written Comments: Submit your comments anytime online, and read the comments of others, on the proceeding’s Docket Card.

Accommodations 

American Sign Language (ASL) interpretation will be available at all the DDTP Public Forums. To request other language or accommodations at any of the Public Forums, please contact the CPUC’s Public Advisor’s Office at public.advisor@cpuc.ca.gov or call toll free 866-849-8390 at least five business days in advance of the Public Forum you plan to attend.  

While a quorum of Commissioners and/or their staff may attend the Public Forums, no official action will be taken on this matter during the Public Forums.
