“Slamming” refers to switching a consumer’s telephone service from one carrier to another without obtaining the consumer’s consent. To verify a consumer’s consent to switch carriers, the company soliciting the change of service must obtain and record the consumer’s agreement through a third party verification, or TPV.

The Commission adopted a Slamming Citation Program on August 24, 2006 (Resolution UEB-001/002), authorizing the Director of the Consumer Protection and Safety Division (or successor, Consumer Protection and Enforcement Division) to issue citations of $1,000 per incident to carriers that fail to comply with the TPV rules for changing a consumer’s telephone carrier.
