Legislative Origin

The Digital Infrastructure and Video Competition Act of 2006 (DIVCA) became law with the Governor’s approval of Assembly Bill 2987. Prior to DIVCA, local governments issued franchises. DIVCA streamlined the franchising process by assigning the franchising authority to just one government agency, the CPUC. This means the CPUC must figure out if a business submitted a complete application with supporting documentation to receive the franchise.
