Overview

California Public Utilities Commission (CPUC) General Order (GO) 131-E sets forth the CPUC’s rules for permitting electric transmission infrastructure. These rules include annual and quarterly reporting requirements for electric public utilities subject to the jurisdiction of the CPUC. This webpage provides an overview of these reporting requirements and includes links to copies of the annual and quarterly reports.

Overview of Annual Reports

Electric public utilities, including independent transmission owners, are required to submit annual reports to the CPUC Energy Division, by July 31 of each year, containing specified permitting and cost information about planned and ongoing electric transmission projects. These annual reporting requirements are detailed in sections IV.A and IV.C of GO 131-E, and are summarized below.

  • GO 131-E Section IV.A requires each electric public utility to submit an annual report, by July 31 of each year, on all planned transmission line, power line, substation, and/or switchyard facility projects with high side voltage exceeding 50 kilovolts (kV) for which a certificate of public convenience and necessity (CPCN) or permit to construct (PTC) application or advice letter has been filed or is expected to be filed and that had capital expenditures over $1,000,000 in the prior five years or will have capital expenditures over $1,000,000 in the next four years.
  • GO 131-E Section IV.C requires each electric public utility to submit an annual report, by July 31 of each year, containing the financial information designated in GO 131-E Appendix A, provided the utility plans to construct any electric transmission line, power line, substation, or switchyard projects within the following 15 years.

Electric public utilities subject to the annual reporting requirements should submit electronic copies of the annual reporting template and cover sheet (provided by CPUC Energy Division staff) via email to Energy Division Central Files at EnergyDivisionCentralFiles@cpuc.ca.gov.

Overview of Quarterly Reports

Each electric public utility, including independent transmission owners, is required to organize a meeting with the CPUC Energy Division on a quarterly basis, unless Energy Division staff confirm in writing that such a meeting is not needed. At each quarterly meeting, the utility will present a briefing that includes the following:

  1. A forecast of any CPCN or PTC applications or advice letters expected to be submitted within the following two years, including expected filing dates.
  2. The original planned in-service date, current projected in-service date, and reason for any change in the projected in-service date for each project.

As of 2025, quarterly reports are not currently required for PacifiCorp, Liberty Utilities (CalPeco Electric) LLC, Bear Valley Electric Service, Inc. due to a lack of current or upcoming projects.
