Beginning on July 1, 2019, pursuant to CPUC Decision 19-06-003, transportation network companies (TNCs) are required to collect a ten cent ($0.10) fee on each TNC trip completed in California and to remit the fees on a quarterly basis to the Commission's "TNC Access for All Fund" on the same schedule as the requirements for the Public Utilities Commission Transportation Reimbursement Account (PUCTRA), as provided in California Public Utilities Code Section 5440.5(1)(B) and 423(b).  Fee statements must be submitted on the schedule and updated pursuant to Decision 20-03-007, via a delayed fee statement, upon the disposition of the offset/exemption request advice letter (due 5 days after disposition of advice letter).

The funds generated from the fee support the expansion of on-demand transportation for non-folding wheelchair users who require a wheelchair accessible vehicle (WAV).

Submitting Payment

  • Payment must be made by check.
  • Write your "PSG" number and the period for which you are paying fees (e.g. "Q3 2019") on the memo line of your check.
  • Make copies for your records.
  • Submit checks to:
