SCE 2018 Risk Assessment Mitigation Phase (RAMP) Report (I.18-11-006)

SCE filed its 2018 RAMP report on November 15, 2018, on docket card Investigation I.18-11-006, serving to disclose the electric utility’s nine most critical safety risks associated with delivering energy, including the operation and maintenance of its assets. SCE’s action adhered to directives outlined within the November 8, 2018 Commission Order that opened the investigation proceeding.

The Commission acknowledged SCE’s RAMP report by issuing an Assigned Commissioner’s Scoping Memo and Ruling on January 24, 2019, identifying the issues to be addressed and establishing a project schedule tied to key deliverables and public engagement milestones.

SCE was generally found to have adequately identified a program of proposed mitigation measures to reduce the level of its identified nine priority safety risks to a reasonable level; associated risk modeling and mitigation program costs generally met minimum expectations. The SCE risk assessment within its RAMP report generally for the majority of its identified nine primary risks described a preferred mitigation plan along with two alternative plan scenarios and quantified the expected risk reduction that would result from the proposed mitigation plan and the two alternative plan scenarios.

SCE’s preferred risk mitigation plan and its associated funding request, were put before the Commission for final approval as a component of SCE’s 2018 General Rate Case application.
