California LifeLine Home Broadband Program
Program Overview
The California Public Utilities Commission (CPUC) has launched a three-year, technology-neutral Home Broadband Pilot to expand broadband access for low-income households in California. Eligible consumers may apply the California LifeLine subsidy to any internet plan that meets minimum service standards, including standalone or bundled broadband plans. The program seeks to close the digital divide and support telework, online education, telehealth, civic participation, and public safety.
The California LifeLine Home Broadband Pilot provides:
- Up to $20 subsidy for broadband service.
- Up to $30 for broadband service bundled with a wireline or wireless voice service. Bundles must be offered by the same provider.
- Up to $39 reimbursement for new connection charges, once per year per household.
- Minimum service standards of 100/20 Mbps with 1,280 GB of data usage per month, with exceptions for areas where this speed is not feasible or for low-cost plans.
Eligibility Criteria

How to Participate
California LifeLine Service Providers, as well as Service Providers possessing a Commission-issued Certificate of Public Convenience and Necessity (CPCN) or Wireless ID Registration (WIR), either directly or through an affiliate, may seek authorization to participate in the Pilot by filing a Tier 2 advice letter, as outlined in Decision 25-08-050.
Service Providers who do not possess a CPCN or WIR must complete the application and registration processes to obtain certification.
Local agencies may participate in the California LifeLine Home Broadband Pilot by adhering to the procedures specified in Resolution T-17903.
