Transportation Electrification Activities Pursuant to Senate Bill 350

SB 350, the Clean Energy and Pollution Reduction Act of 2015, established a 2030 greenhouse-gas reduction target, raised the state's renewable energy requirement to 50 percent, mandated a doubling of energy efficiency, and required the state to increase the efficiency of travel.  

SB 350 directs the CPUC to require California's six investor-owned electric utilities (IOUs), including PG&E, SCE, SDG&E, PacifiCorp, Bear Valley Electric Service, and Liberty Utilities, to file Applications for programs that “accelerate transportation electrification.” The goal of these programs is to reduce petroleum dependence, increase zero-emission vehicle adoption, improve air quality, and cut greenhouse gas emissions, in support of the state’s broader 2030 climate targets under SB 350.

An overview of CPUC Decisions authorizing IOU programs pursuant to SB 350 is provided below:

D.22-12-054, PG&E EV Charge 2 program

  • Authorized PG&E’s light-duty EV Charge 2 program to spend up to $52.2 million to implement its EV Charge 2 program to install Level 2 and DCFC ports at apartments, workplaces, and public destination sites. In D.23-09-005, the CPUC granted a Petition for Modification which allowed PG&E not to implement Phase 1 of the program.

D.21-11-014, SDG&E Power Your Drive Extension program

  • Authorized SDG&E to spend up to $43.5 million to build Level 2 chargers at apartments, sites serving apartment dwellers, and workplaces.

D.20-08-045, SCE Charge Ready 2 program

  • Authorized SCE to spend up to $436 million on a second phase of its Charge Ready program, installing Level 2 chargers at apartments, workplaces, and destination centers, DCFC in public locations, and Level 2 chargers at new construction apartments.

D.19-08-026, SDG&E Power Your Drive for Fleets program

  • Approved a Settlement Agreement authorizing SDG&E’s Power Your Drive for Fleets program to spend up to $107 million to support make-ready infrastructure for medium- and heavy-duty EV charging.

D.18-09-034, Small IOU SB 350 programs

  • Authorized $7.33 million for PacifiCorp, Bear Valley Electric Service, and Liberty Utilities to fund eight transportation electrification programs and pilot a new EV rate, with $301,999 set aside for evaluation alongside the larger utilities' programs.

D.18-05-040, SB 350 Standard Review Projects

  • The Commission's largest SB 350 investment; authorized $738 million for medium- and heavy-duty make-ready EV charging programs in PG&E and SCE territory, PG&E’s EV Fast Charge DCFC make-ready program, and a residential charging rebate program for SDG&E customers.

D.18-01-024, Priority Review Projects

  • CPUC’s first SB 350 approval, authorizing $42 million for 15 "priority review" pilot projects from the three large IOUs, which were fast-tracked through an expedited schedule.

Standard Review Program (SRP) Evaluations- Medium and Heavy-Duty (MDHD) and Schools and Parks Programs

CPUC Decisions authorizing the IOUs’ MDHD programs also established funding for third-party evaluation of the programs. Programs have been evaluated annually since 2021. Additionally, programs serving schools, state parks and beaches authorized under AB 1082/ AB 1083 are also included in the annual evaluation. The evaluation measures whether SB 350-funded programs delivered on the state's adoption, air-quality, and emissions goals, assesses whether programs maximize benefits and minimize costs, and analyzes charger utilization, EV adoption, cost, emissions reduction, and grid impact data.

Standard Review Program Evaluations - Light Duty (LD) Programs

The IOUs’ LD programs have been assessed through annual evaluations focused on each program.

SCE Charge Ready Light Duty Program

Final Evaluation Report (California Investor-owned Utility Transportation Electrification Priority Review Projects)

All six IOUs in the state implemented Priority Review Programs of Final Evaluation Reports. While PRPs piloted diverse approaches to accelerating TE, they encompassed three main project categories: fleet electrification, public access stations, and electrification education and awareness. These IOU pilots were all evaluated in one final report.

Current Reporting Requirements (D.25-12-005)

Legacy SB 350 Reporting Templates

Before D.25-12-005 consolidated TE data reporting, many SB 350 programs had dedicated templates; D.18-01-024, D.18-05-040, D.18-09-034, and D.20-08-045 establish utility data collection and reporting requirements for their respective TE programs. While no longer in effect for future reporting, past templates are provided for reference.

The Safety and Enforcement Division worked with the Energy Division to develop safety checklists to protect utility workers, contractors, and program participants during installation.  IOUs must file reports demonstrating compliance.
