Transportation Electrification Proactive Planning
As outlined in the Scoping Memo for R.23-12-008, the proceeding includes the development of a Proactive Planning Framework for Transportation Electrification. Initially, the proceeding will focus on zero-emission vehicle planning related to corridor freight charging infrastructure and similar loads such as light-duty charging plazas due to the 1) significant load growth anticipated from this type of charging and 2) its likely impact on electric infrastructure. This proceeding is focused on improving transportation electrification specific data, assumptions, and analysis that can ultimately be inputs into existing electric grid planning processes (e.g., Distribution Planning Process, Transmission Planning Process, etc.) that are being developed in other proceedings at the Commission. TEPP work is carried out in close coordination with other state agencies, especially the California Energy Commission.

October 2025 Ruling
The CPUC's Energy Division staff have developed modeling inputs and assumptions, as well as a Corridor Disaggregation Methodology to support the planning use cases outlined in the R.23-12-008 Scoping Memo. An Administrative Law Judge Ruling requesting comment on these work products was released on October 1, 2025. Parties wishing to provide formal comments in response to the Ruling should serve comments no later than October 31, 2025. Reply comments shall be served no later than November 14, 2025.

Webinar
On 10/22/25 from 10am-12pm, the CPUC will hold a virtual webinar to familiarize stakeholders with the TEPP Modeling Inputs & Assumptions (I&A) and Corridor Disaggregation Methodology (CDM). The webinar will provide an opportunity for stakeholders to pose clarifying questions about I&A, CDM or Ruling Questions.

Draft Staff Proposal:
On May 22, 2023, CPUC Energy Division staff issued a preliminary informal proposal, "Draft Staff Proposal: Zero-Emissions Freight Infrastructure Planning, "or FIP. The informal proposal outlines an initial vision for enabling proactive planning of long lead time utility-side electrical infrastructure to support the acceleration of transportation electrification, focused on freight. As the proposal was issued outside of a proceeding record, Energy Division staff sought stakeholder feedback through informal comments, linked below.
