Starting June 21, 2021, passenger carriers will manage their permits/certificates and make requests to the CPUC using the new Transportation Carrier Portal (TCPortal).

  • Existing active carriers that have an operating permit/certificate with the CPUC will receive an email from tcportal@cpuc.ca.gov to access their accounts.
  • New applicants will use the TCPortal to start and submit an application.

Insurance Requirements

Information relating to vehicle liability and workers’ compensation insurance policies for motor carriers of passengers must be filed with the Commission electronically. In order to use the Commission's insurance e-filing system, you must be a representative of an insurance company, surety company, or an authorized California Surplus Lines Broker.     Application Report Requirements

    Application report requirements address narrative reports that must be include with the submitted TNC application packet.  Each narrative report must be in Microsoft Word or Adobe pdf format.

    •  Driver Training Program 
      • TNCs must ensure all drivers are safely operating their vehicle prior to the driver being able to offer service.  
    • Accessibility Plan
      • A timeline for modifying apps so that they allow passengers to indicate their access needs, including but not limited to the need for a wheelchair accessible vehicle. A passenger should be allowed to state other access needs, either from a drop-down menu with room for comments or through a field requesting information.
      • A plan for how the TNC will work to provide appropriate vehicles for passengers who specify access needs, including but not limited to a plan to provide incentive to individuals with accessible vehicles to become TNC drivers.
      • A timeline for modifying apps and TNC websites so that they meet accessibility standards.  The relevant standard for web access is WCAG 2.0AA.
      • A timeline for modifying apps so that they allow passengers to indicate that they are accompanied by a service animal, and for adopting a policy that service animals will be accommodated.
      • A plan for ensuring that drivers' review of customers will not be used in a manner that results in discrimination, including any policies that will be adopted and any monitoring that will take place by the TNC to enforce this requirement.
    • Plan on Avoiding Divide between Able and Disabled Communities
    • "Fair-Splitting" Report Requirements from D.16-04-041
      • Structure of Fares: Pursuant to D.16-04-041 (Ordering Paragraph #13), at any time (which includes as part of the Annual Reports) CPED may require any TNC with a fare-splitting operation to "perform a demonstration of how the fares are calculated."
      • Report on Reducing Traffic-Related Injuries: Pursuant to D.16-04-041 (Ordering Paragraph #14), within 60 days of the date of that Decision (issued April 26, 2016), each TNC that had a fare-splitting-service at the time was required to provide a plan on how it will study the impacts that it fare-splitting service has had on reducing traffic-related injuries.  CPED has the authority to conduct follow-up inquires on the plan to the extent it deems necessary.
      • Reports on Impacts to Environment: Pursuant to D.16-04-041 (Ordering Paragraph #15), within 60 days of the date of that Decision (issued April 26, 2016), each TNC that had a fare-splitting-service at the time was required to provide a plan on how it will study how such services have impacted the environment.  CPED has the authority to conduct follow-up inquires on the plan to the extent it deems necessary.
      • Report on Impacts on Traffic Congestion and Vehicle Miles Traveled: Pursuant to D.16-04-041 (Ordering Paragraph #16), within 60 days of the date of that Decision (issued April 26, 2016), each TNC that had a fare-splitting-service at the time was required to provide a plan on how it will study the impacts of TNC vehicles on traffic congestion and vehicle-miles traveled.  CPED has the authority to conduct follow-up inquiries on the plan to the extent it deems necessary.
