SERVM System Reliability and Production Cost Modeling Datasets

The “Strategic Energy & Risk Valuation Model” (SERVM) is a probabilistic system reliability and production cost model developed by PowerGEM (previously Astrapé Consulting). CPUC Energy Division’s modeling team uses it to model economic unit commitment and dispatch of the CAISO balancing area electric system along with the rest of California and neighboring regions of the WECC. This modeling primarily supports the Resource Adequacy (RA) and Integrated Resource Planning (IRP) proceedings, as well as informing Gas Reliability Planning and the Avoided Cost Calculator.

The major SERVM input datasets are linked below and generally updated annually, generally alongside the California Energy Commission’s Integrated Energy Policy Report (IEPR) California Energy Demand (CED) annual forecast of electric peak and energy demand which is also updated on an annual cadence
