2017 Vehicle-Grid Integration Communication Protocol Working Group

The 2017 VGI Communication Protocol Working Group assessed how and whether the adoption of a communication protocol is necessary to enable VGI resources to more economically participate in electricity markets at scale. The working group allowed participants to review, understand, and discuss the technical details of existing communication protocols. The outputs of the working group, documented below, will help CPUC determine any requirements necessary for charging station investments the investor-owned utilities make; inform the California Air Resources Board SB 454 Electric Vehicle Charging Open Access Act activities; and allow the California Energy Commission to understand how to better characterize electric vehicle load and infrastructure flexibility as part of their Integrated Energy Policy Report and investment programs.

    Background Documents

    The CPUC supported development of the 2014 California Vehicle-Grid Integration Roadmap, which maps a way for state agencies to develop solutions that enable electric vehicles to provide grid services while meeting consumer driving needs. On June 13, 2017, state agencies hosted a joint workshop to provide a status update on the VGI Roadmap, and stakeholders subsequently submitted written comments about the future of the Roadmap.

    The CPUC Energy Division Staff’s 2014 whitepaper on Vehicle-Grid Integration has served as the launching point for developing policies that best support VGI. CPUC also provided a presentation to the California Energy Commission in November 2014 about vehicle-to-grid integration use cases and regulatory issues.

    The California Energy Commission hosts an annual workshop on current VGI research. State agencies present updates on the progress of technical VGI research, researchers provided details on the current progress of VGI research and demonstration projects, and stakeholders provided feedback on the direction of future research. All workshop materials are available on the CEC website.

    On December 7, 2016, the CEC hosted a Vehicle-Grid Integration Communication Standards Workshop to discuss the costs and benefits of adopting and implementing VGI communication standards and how those could affect attainment of the goals established under SB 350 and Executive Order B-16-2012.
